Anjuman-e-Qutbi: Rules and Regulations

Below are the long-standing Rules and Regulations for the Mumineen of Anjuman-e-Qutbi (Orange County).  These rules are subject to change at any time.

Raza

Our system of Dawat is based on raza.  We take raza for all deeni umoor and all important decisions in life.  It is why Mumineen take raza to sit in a majlis, to recite a madeh or marsiyah, to say azaan at Masjid, to host an event at Masjid or a deeni event at home, to serve thaals to Mumineen, or to take any action where other Mumineen are involved.  Raza is the underlying system upon which all of our actions reside.  Raza is a privilege, not a right.  It should not be taken for granted.

Namaz in Masjid

To say imamat namaz in "suf" in Masjid, Mumineen bhaio must:

  1. Begin the suf  in the center and then complete the suf to the right hand side first, and then complete the left-hand side.
  2. Ensure that a suf is full before starting a new suf.

Chairs

  1. Mumenaat bheno who sit on chairs must sit in the downstairs mens Masjid in the back left corner.
  2. Mumineen bhaio who sit on chairs must sit on the ends of the suf and preferably in the last suf.

Jaman Form

Mumineen who host jaman for any function (public functions such as Urus Jaman, or private functions, such as darees, mitishitabi, waras, shaadi, fateha, etc.) must complete and submit this online menu form to Janab Amil Saheb for Raza. 

Official Communication Channels

Mumineen are prohibited from sending messages to the Jamaat mailing list or on the Jamaat WhatsApp group without the prior express raza of Janab Amil Saheb.

Safai Chitti

To obtain Safai Chiti, please contact Aamil Saheb. If you ITS card does not have a picture, you will need a photo in Libas ul Anwar. Please provide one week notice for Safai chiti. To obtain a clear Safai Chiti, your Jamaat dues must be clear.

Sundays

Mumineen may not host private functions in the Masjid complex or other sites on Sundays.

Process for Private Events

Mumineen who want to host private event in the Sahen must complete these five steps:

  1. Check date availability with Janab Amil Saheb (909-316-9751).
  2. Fill out the Laagat Form.
  3. Jamaat will check good standing.
  4. If clear, you will receive approval from the Jamaat.
  5. An invoice will be generated and sent to you to pay online.
  6. Once the invoice is paid, you will be instructed to obtain raza and confirm your date with Janab Amil Saheb.and submit with payment. 

Mumineen who also are looking to use the Mawaid to host jaman for their private event must also:

  1. Check date availability with Janab Amil Saheb (909-316-9751)
  2. Fill out the Mawaid Rental Form and Contact.
  3. Jamaat will check good standing.
  4. If clear, you will receive approval from the Jamaat.
  5. An invoice will be generated and sent to you to pay online.
  6. Once the invoice is paid, you will be instructed to obtain raza and confirm your date with Janab Amil Saheb. and submit with payment.  

Please note that any  private religious ceremonies (e.g., private darees) are not held in the Masjid.  They may be held either in the Sahen or the Mawaid.

Terms and Conditions for Private Events

  1. Any religious ceremonies (e.g., Darees) are not held in the Masjid.  They may be held either in the Sahen or the Mawaid.
  2. Families in riba may not use the Masjid complex facilities for private events.
  3. The Jamaat must approve the menu of food and drink at the Facility.  Please use the online menu form for approval from Janab Amil Saheb.
  4. You may NOT nail, tape, or screw anything to the floors or the walls.
  5. You are responsible for all damage caused during your event.
  6. If your event date is on Saturday:
    • Preparation in the Mawaid may only begin after 3:00 pm on Saturday.  Mumineen may make preparations in the Mawaid on the Friday immediately before their Saturday function, but they do so at their own risk.  Neither the Madressah nor the Jamaat is responsible for any damage to decorations or preparations that may occur between Friday and Saturday.
    • Preparation in the kitchen may begin after 1:30pm on Saturday, but the kitchen doors and windows must remain closed.  Entrance into the Mawaid is not permitted until 3:00 pm.  If there is too much disturbance from the kitchen, Janab Moallim is authorized to demand that preparations in the kitchen cease until 3:00 pm.
    • Preparation in the Sahen May begin after 11:00 am on Saturday.
  7. You will leave the premises in the same condition as existed before your event.
  8. The Jamaat reserves the right to eject any persons from the Masjid complex.
  9. You shall turn off all lights prior to exiting the premises.

Salawat Item in FMB Thaali

To include a salawat item in Faiz al Mawaid al Burhaniyah thaali, Mumineen have three options (Hoob for each will be communicated at the time of the request).

  1. Make your own salawat/fateha mithaas, package it, and deliver it to the FMB committee to include in distribution.  
  2. Request that the FMB committee prepare a simple fateha item (e.g., kheer, firni).  
  3. Sponsor one day of thaali including a simple fateha item (e.g., kheer, firni). 

Masjid/Markaz Items

Mumineen are strictly prohibited from taking any items from the Masjid complex (e.g., darees kitabs, Qurans, thaals, kunlis, chalamchee-lotto, sujnis, etc.).
